Town of Pe Ell Shoreline Master Program Periodic Review

Public Hearing will be held on April 18, 2023 at 6:00 p.m.

The Town of Pe Ell (Town) is seeking comments on its Shoreline Master Program (SMP) periodic review and proposed SMP amendment. The Town locally adopted a comprehensive update to its SMP in 2015 (Ordinance No. 535). Due to staffing issues, the Town has not yet submitted the 2015 SMP for state review and approval by the Washington State Department of Ecology (Ecology), as required under the Shoreline Management Act (Ch. 90.58 RCW). As such, the 1974 Lewis County SMP remains in effect.

The draft periodic review amendment, for which a public hearing will be held, proposes changes to the 2015 locally-adopted SMP.

Authority for the periodic review is based on Washington’s Shoreline Management Act (RCW 90.58.080(4)) and related rules. The amendments were developed by the Town to comply with WAC 173-26-090, which requires all local governments to review their SMPs on an eight year schedule set in state law, and revise it if necessary. The review ensures the SMP keeps up with changes in state law, changes in other Town plans and regulations, and other changed circumstances. The proposed amendment also addresses issues identified by Ecology during its initial state review of the locally-adopted comprehensive SMP update.

Following the public hearing, Town Council will consider any testimony received and determine whether additional changes to the SMP are warranted. Once the periodic review amendment is finalized and adopted by Council, it will be submitted to Ecology together with the 2015 comprehensive SMP update for combined state review and approval.
